Job Description:


As the Customs Analyst you will play a critical role in PetSmart's supply chain with responsibility for monitoring and analyzing daily compliance with US and Canadian import requirements to ensure that the company is in compliance with all appropriate Customs and other government agency regulations. This will require reviewing and maintaining tariff classifications for both US and Canadian import items, overseeing shipments into Foreign-Trade Zone and interfacing with US and Canadian Customs brokers. As the subject matter expert within the Company you will be expected to anticipate, identify, and solve customs related problems and provide consistent, documentable solutions that meet both the needs of PetSmart as well as adhere to the myriad of legal requirements imposed by Canada and the United States regarding the importation of foreign goods and products.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Instruct vendors on import documentation and product marking to ensure proper country of origin marking and compliance to other government agency requirements such as FDA, USDA, CFIA, etc.
  • Provide expertise to PetSmart Buyers, Category Managers, and Replenishment Analysts regarding Customs and import/export. Identify and implement processes and procedures that minimize risks associated with importation of goods from foreign countries into the United States and Canada.
  • Answer questions and resolve issues that arise in the daily operations of product movement through Customs and into and out of the PetSmart Foreign -Trade Zone.
  • Determine appropriate harmonized tariff classification for both Canada and US to ensure proper duty rates.
  • Work with PetSmart Distribution Centers on Customs documentation for shipments to PetSmart Canada stores (currently 60 stores).
  • Maintain Customs entry files according to U.S. Customs recordkeeping guidelines, audit entries and invoices for accuracy, and approve invoices for payment. Ensure full company compliance to United States and Canadian record keeping requirements.
  • Request rulings from Customs, reply to Customs requests for information and file protests as needed.
  • Ensure C-TPAT requirements are met and identify and implement supply chain security improvements.
  • Solicit NAFTA certificates from vendors.
  • Train associates throughout the organization on import/export topics.
This position is located at the PetSmart Corporate Office in Phoenix, AZ.

Job Requirements:
  • Bachelor degree in Business or equivalent program required.
  • Three to five years directly related and relevant work experience required that includes an in depth knowledge of US and Canadian import requirements, tariff requirements and regulations governing shipments into Foreign Trade Zones, and C-TPAT.
  • This will also require experience working with directly with multiple federal agencies and processes including NAFTA, Food and Drug Administration, Fish and Wildlife, US Department of Agriculture, and the Canadian Food Inspection Agency.
  • You will need to have a U. S. Customs Brokers License.
